Set in Wuhan, China, in early 2020, People’s War follows Yu-Min and An-Mei Zhou as they celebrate the Lunar New Year with their neighbors, Shao-Long and Su-Nan Yan, and their son, Chee-Ying. An-Mei, a nurse at Wuhan Central Hospital, becomes increasingly troubled by a mysterious new virus. Forbidden from discussing the outbreak, she secretly confides in Chee-Ying, unaware that Yu-Min is growing suspicious of their bond.
As fear spreads across Wuhan, An-Mei shares shocking video evidence from the hospital revealing that the government is underreporting coronavirus deaths. But when she tests positive, the entire Zhou family is forced into strict quarantine.
Chee-Ying posts the videos online, sparking dangerous consequences. He and An-Mei are arrested, and Yu-Min soon follows. In alternating scenes, the couple endures intense interrogation and brutality from state officers. Although Yu-Min is eventually released, the story ends in tragedy as he and Tao are once again placed into confinement by the authorities.
